Through a Freedom of Information Act (FOIA) request, we sought information on all Office for Civil Rights (OCR) complaints filed against school districts between January 1st, 1999, and Dec 31st, 2019. In this dataset, we share the raw data received through the FOIA which includes the nature of the
complaint, the associated civil rights law (including the specific section of
the statute), the outcome of the complaint, the time for resolution, and the school
district identifiers. A preliminary analysis of this data has been reported in a peer-reviewed publication "K-12 Civil Rights Complaints: A Nationwide Analysis" forthcoming in Educational Researcher.
